Hawaiian Macaroni Salad

1 package macaroni
2 stalks celery chopped
1 carrot shredded
2 scallions finely sliced
2 cups whole milk
1 tbsp brown sugar
salt and pepper to taste
1/2 cup cider vinegar

MAKE DRESSING: Whisk 1½ cups milk, 1 cup mayonnaise, sugar, ½ teaspoon salt, and 2 teaspoons pepper in bowl.

Cook pasta for about 15-16 minutes (yes it is very overcooked)

Drain pasta and add vinegar, toss and chill for 10 minutes. Stir in dressing and chill until completely  cooled.

Add veggies and remaining milk and mayo. Season with salt and pepper and chill for at least 1 hour before serving.
